To enable hyphenation when using Apache FOP 1.x use

<fo:block margin-left="0mm" font-size="10pt" text-align="justify" language="de" hyphenate="true">
<xsl:value-of select="."/>
</fo:block>

after installing the OFFO hyphenation library.
